Mr Leach is a gentleman of excellent character and of considerable legal attainments; he has on more than one occasion acted as Attorney General and Puisne Judge of the Supreme Court, and he gave entire satisfaction in both capacities.

I have the honour to ask you to submit my name to H.E. the Governor with a view to my appointment as one of H.M's Counsel in and for the Colony of Hongkong and to ask H.E. kindly to recommend my appointment to H.M's Principal Secretary of State for the Colonies.
Mr J. I. Francis, who is the only Queen's Counsel practising in the Colony, was called to the Bar in England on the same day that I was, viz on the 17th Nov.
